The PSA Security Guard Licence (also called the Static Guard Licence) is the entry-level licence for the Irish private security industry. It is issued by the Private Security Authority under the Private Security Services Act 2004 and is a legal requirement for anyone working in a static guarding role in the Republic of Ireland.
Working without a valid PSA licence is a criminal offence. You cannot start work while your application is being processed — you must have the licence in hand before taking up any security role.
How to Get Your PSA Security Guard Licence
Complete a QQI Level 4 Guarding Skills Course
You must complete the QQI Level 4 Static Guarding Skills award (4N20604) through a PSA-approved training provider. Courses typically run across 6–8 sessions and are available online and in-person nationwide. Cost ranges from €200 to €395 depending on provider.
Receive Your QQI Certificate or TRF Letter
On completing the course your provider will issue either a QQI Award Certificate or a Training Results Form (TRF). Use the TRF only if applying within 6 months of completing training — after that you must wait for the full QQI certificate.
Register and Pay Online at psa.gov.ie
Apply through the PSA's online portal at psa.gov.ie. The fee is €80 for a 3-year individual licence. After paying you will receive your personalised application pack by post within 5 days.
Complete Garda Vetting
The National Vetting Bureau will conduct a criminal background check. Watch for the vetting email — you must respond within 7 days or your application will be delayed. This is the most common cause of hold-ups.
Return Your Signed Application Pack
Sign the application form and return it to the PSA within 21 days along with a colour passport photograph and your training certificate.
Receive Your PSA Licence Card
The PSA will process your application in approximately 6 weeks. Once approved your name appears on the PSA Public Register and your licence card is issued. You must display this card visibly at all times while working.

Who Can Apply?
To be eligible for a PSA Security Guard Licence you must meet the following requirements:
Age
You must be 18 years of age or older.
Right to Work in Ireland
You must hold legal permission to work in the Republic of Ireland. A valid PPS number is required. EU/EEA nationals can work freely. Non-EEA nationals must already hold an employment permit or valid work authorisation.
English Language Proficiency
You must demonstrate English language ability at a minimum of B2 level (CEFR). This is assessed during the QQI course.
Garda Vetting
You must pass a National Vetting Bureau check covering your background. A criminal record does not automatically disqualify you — the PSA considers the nature and age of any offences.
QQI Level 4 Qualification
You must hold or be in the process of obtaining the QQI Level 4 Static Guarding Skills award (4N20604) from a PSA-approved training provider.

Most providers run the course over 6 to 8 sessions. Online courses offer flexibility around your schedule. From starting the course to having your licence in hand, expect 8 to 12 weeks in total.
No. Working as a door supervisor at licensed premises (pubs, clubs, anywhere alcohol is sold) requires a separate PSA Door Supervisor Licence. The static guard licence does not cover this work.
Many people do. Holding both licences significantly increases your employment options. Combined courses are available for around €495–€595, which is better value than doing each separately.
Renewal is done through the PSA's online renewals portal before your licence expires. You do not need to redo your QQI qualification for a straightforward renewal.
Yes. All PSA-licensed individuals appear on the publicly searchable PSA Register at psa.gov.ie. Employers and members of the public can verify your licence status at any time.
